Social Dilemma - Do You Think It's Okay To Walk Your Dog in A Cemetery?

I don't know if I've mentioned this before or not, but my house backs up to a cemetery.  (Quietest neighbors ever :))  Well, yesterday as I'm trying to recuperate from my surgery, I went for a walk in the cemetery. I do it all the time.  It's quiet and calming, and as I said, it's right behind my home.  Well, while I was in there, I saw a woman walking her dog and not only that, the dog lifted his leg on a headstone!   I was really upset by this.  Now you know I love animals, but I would never walk my dogs in a cemetery.  Plus there are signs everywhere saying NO DOGS ALLOWED.   I just thought it was disrespectful, and it made me very uncomfortable.  I didn't say anything, but I was upset.  Am I over reacting ??? or do you think it's fine to walk your dog in a grave yard?  Please let me know know what you think.   I'd love your opinion on this!
