Information Society was an American band that had a big impact on the Dance Chart in the late 80's and early 90's because of their plent of synthesizers and other instruments. They had several hits but this was by far their biggest. The song is called What's On Your MInd (Pure Energy). The voiceover Pure Energy that you hear throughout the song is actually Leonard Nimoy in his role as Dr. Spock. He gave approval to use that line for the song.
